Meeting the Requirements of The Environment Act 2021

New legislation in the UK has led to the proposed mass deployment of water quality monitoring points in rivers upstream and downstream of Combined Sewer Overflows (CSOs) and at the outfall of wastewater treatment works across the entire country. The Environment Act 2021 (EA21) will impact the industry in several ways. Here we seek to outline the scale and requirements of EA21, its impact on the UK water sector and how Badger Meter can help meet the requirements.

River Pollution and EA21 Compliance

The UK water industry is starting to mobilize resources toward meeting the requirements of EA21, monitoring river water quality and identifying potential point sources of pollution to ensure the health of UK rivers for current and future generations.

EA21 sets out ambitious targets for the protection of rivers, estuaries and coastal zones in the United Kingdom. Part 5 Section 82 requires water utilities to continuously monitor water quality upstream and downstream of all storm overflow and sewage disposal works that discharge into a water course.

Regulations call for the monitoring of five key water quality parameters; pHdissolved oxygen(DO)ammoniaturbidity and temperature. In addition, the legislation states that additional parameters may be added to the list, including organic pollution measures (COD and/or BOD) and potentially nutrients such as nitrate or even surrogate bacteriological parameters where these can provide additional context.

With more than 20,000 CSOs and over 7,000 sewage treatment works in England & Wales, the legislation creates a significant challenge to the industry in terms of installation, monitoring and continuous maintenance. However, with the right solution, this challenge can be managed—while setting utilities up for success as new measurement parameters are added in the coming years.

Monitoring the Quality of Water in the Ganges River

A total of 10 standalone, unmanned remote water quality monitoring stations were deployed in a network across India's Ganges River. This results in a better understanding of the contamination of the river by local industry and protects public health for the millions of pilgrims that bathe in the waters each year.

Monitoring One of the Most Polluted Rivers in the World, the Atoyac River in Mexico

Mexico's Atoyac River is one of the most polluted rivers in the world. In order to protect the river and to clean up pollution, the government has embarked upon a river monitoring project using s::can sensors in December 2017. A total of 12 monitoring systems in 9 stations were installed to measure water quality trends and to investigate the origin of industrial pollution. Today, 20 parameters are being measured in the Atoyac with this equipment.

Researcher Carsten Riechelmann traveled on his selfmade catamaran through Europe, which he equipped with an s::can system to georeference the measured data. Longitudinal continuous profiles of all parameters were registered and displayed in real-time on online maps.

Catchment Water Monitoring in New Zealand

Mercury, one of New Zealand’s energy utilities, installed a s::can real-time water monitoring solution in South Waikato. What differentiates this project from others, is that this installation is for the public good—it has the potential to help transform environmental management decisions, by putting real-time information on water quality in front of all stakeholders including the local community, businesses, and the general public.

Direct Insertion Suitcase

For applications where the sensors are to be deployed directly into the river, Badger Meter offers a suitcase solution incorporating the con::line RTU. To comply with the requirements of EA21, Badger Meter utilises a modular sensor approach consisting of the i::scan (turbidity), oxi::lyser (dissolved oxygen) and the ammo::lyser sonde (ammonium, pH and temperature). The solution is customisable and additional sensors can be added to measure parameters such as BOD, COD and nitrate to provide greater insight into river health.

As described, the system can be powered for a long-time utilising battery, solar and wind power, making it ideal for remote application. For sites where mains power is available, an alternative approach is to use the con::cube controller featuring advanced data validation software. Both solutions are suitable for data transfer to your preferred server/platform, or where required, Badger Meter can offer a complete turnkey package including data visualisation.

Pumped Sample Kiosk

Designed to meet the requirements of EA21, the Pumped Sample Kiosk Solution features the same sensors and sondes as the Direct Insertion Suitcase Solution, in a fixed above-ground kiosk. Using the modular approach, the parameter set can be customisable, as well as the means for getting the data back to your preferred platform.

Whether the Direct Insertion Suitcase or Pumped Sample Kiosk, Badger Meter provides a full end-to-end solution to meet EA21 requirements. Or, if preferred, we can work with Utilities’ existing preferred RTU or platform provider to get the river water quality data into your hands.
