The Metropolitan Municipality of Kocaeli, located in northwest Turkey, serves a population of around 1.8 million and is recognized as the industrial capital of the country. It supports a wide range of industries including chemical, steel, automotive and plastics manufacturing. The region’s extensive port facilities in the city of Izmit further contribute to its economic importance.

Challenges in Monitoring and Managing Industrial Effluent

As industrial activity in Kocaeli grows, the municipality faces increasing pressure to manage the quality of wastewater discharged into municipal sewer systems. Local industries are subject to strict environmental regulations that aim to protect natural water bodies from contamination. Discharge permits, which vary by site and municipality, impose tight limits on a range of key water quality parameters.

Exceeding these limits can result in heavy fines, legal penalties and significant environmental damage. Furthermore, many industrial facilities struggle with fluctuations in wastewater quality due to the varying chemical composition, flow rate and pollutant load of discharges. This variability complicates efforts to maintain consistent compliance, posing a challenge for industries looking to optimize wastewater management while avoiding contamination risks.

In response to these challenges, the Municipality of Kocaeli, in collaboration with the Izmit Water and Sewerage Administration (ISU), sought a comprehensive solution to monitor and regulate industrial wastewater discharges. The aim was to create a scalable, efficient monitoring system that would support regulatory compliance, reduce the risk of pollution events and help industries better manage wastewater treatment across the region.

In addition to local regulatory bodies, industries in Kocaeli are also subject to oversight by national agencies such as the Environmental Protection Agency (EPA), the Department of Environmental Quality (DEQ) and the Water Quality Control Board (WQCB). These agencies play a key role in setting and enforcing standards for wastewater treatment, making real-time monitoring of critical water quality parameters more important than ever in the effort to protect the environment and public health.

Integrated Approach to Effluent Monitoring

To address industrial wastewater monitoring challenges, Kocaeli turned to Badger Meter for an advanced, integrated water quality and flow monitoring solution from the BlueEdge portfolio. The municipality implemented a system featuring the pH::lyser, oxi::lyser and condu::lyser sensors, which provide precise monitoring of key effluent parameters like pH, conductivity (CT/C2/C4) and dissolved oxygen (DO). These robust sensors are designed for seamless installation and minimal maintenance, offering reliable, real-time data in even the harshest wastewater conditions.

To further enhance the system’s capabilities, Kocaeli also deployed the spectro::lyser V3 spectrometer probe, which delivers accurate, chemical-free analysis of chemical oxygen demand (COD) and total suspended solids (TSS/TS). Data collected from the sensors and spectrometer is transmitted through the con::cube V3 IoT terminal, which integrates seamlessly with SCADA or central database systems, offering full control over system diagnostics and data management. The terminal also allows for the monitoring of cleaning schedules, sensor calibration and event detection.

Installed across twelve industrial locations in Kocaeli, this solution streamlines wastewater quality management, enhances regulatory compliance and supports the municipality’s goals for sustainable water practices.
